David Francis BA (Hons) FCIB FSI DTEP - Group Chief Executive Officer
David was educated in the UK, and joined the NatWest Group in 1987, where he specialised in Credit.
In 1996 David joined the bank’s Jersey corporate office, before joining Coutts (Jersey) Limited in 1999. There, David had responsibility for Coutts largest Offshore clients from a trust, investment and lending perspective including many high profile clients. During this time, the client base was grown significantly and David was appointed Senior Vice President in early 2004.
David left Coutts in late 2004 to become a shareholder at Horizon, David is now the largest shareholder in the Group.
David was President of the Chartered Institute of Bankers in Jersey from 2001 to 2003. David also served on the Jersey Banker’s Association Main Committee tasked with improving finance training in the island and on a steering committee for the Jersey Financial Services Commission.
David is married and a current member of Jersey RFC, The Victoria Club, The Oriental Club London, and a Fellow of the Chartered Institute of Bankers and Securities Institute.

Mark Davies Chartered FCSI - Director
Born in Cardiff, South Wales, Mark was educated in the UK and joined the NatWest Group in 1976. In his early years he worked in a number of branches undertaking a thorough ‘apprenticeship’ in the practice of banking, including lending, investments and foreign exchange. Mark moved to the banks Head Office in the mid 80’s where he specialized in the analysis of Corporate and Trust documentation in relation to perfecting the Banks non standard security.
In 1989 Mark was seconded to NatWest Finance which later became Coutts Jersey. At Coutts he was responsible for the development and launch of the Coutts Offshore Managed Portfolio, a discretionary vehicle which invested in offshore funds. To further his career Mark joined The Bank of Nova Scotia (Channel Islands) Ltd in 1998 as Head of Treasury and Investments where he chaired the banks Offshore Investment Policy Committee.
In September 2001 Mark took up an appointment as Investment Director with Kleinwort Benson (CI) Ltd (part of the Allianz Group) and became a member of the Bank’s Investment Policy Committee. In May 2005 he joined the independent fiduciary group Walbrook as Head of Investment Strategy and Manager Selection.
Mark left Walbrook in July 2007 to join Horizon, with a specific responsibility of setting up the Cyprus office and the development of business in what is seen as an important strategic location for Horizon. Mark is a member of the Institute of Financial Services and is a Chartered Fellow of the Chartered Institute for Securities and Investment. He enjoys rugby, football, golf, swimming and reading.

Tracey Kim Rowe - Director
Tracey was born and educated in Jersey and joined the NatWest Group in Jersey in 1978. After undertaking various administration roles Tracey moved to the IT department where she later became a Manager responsible for the delivery of IT training to NatWest & Coutts Offshore staff. In 1999 she joined The Bank of Nova Scotia Ltd as Head of IT and then took on further operation roles including facilities, business continuity and policies & procedures. Following a subsequent acquisition by Barclays Private Bank Tracey was appointed as Manager Operational Risk & Rigour and her role was expanded to include KYC procedures, Business Recovery, Governance, Data Protection and Operational Risk.
In 2005 Tracey moved to Ansbacher Channel Islands Limited (part of the Qatar National Bank) and was appointed Manager Operations Support. In this new role she was responsible for the management of an administration team providing total wealth management services to High Net Worth individuals and families. The role also included setting procedures for client take on, risk profiling and due diligence as well as undertaking a retrospective KYC project.
Tracey moved to Horizon in August 2007 where her initial focus was to establish the Cyprus office and obtain the required license to operate. Having obtained this she is now responsible for marketing, human resources and operations.

Jade Rowe - Trust Director
A native of Jersey, Jade joined Coutts in 2002 after completing her education. She quickly established herself as part of the ‘premium’ team dealing primarily with high net worth clients
Jade gained valuable experience in dealing with clients from all walks of life as well as professionals such as lawyers, accountants and tax advisors which helped her in recent years as she became involved in more complex tax re-structuring exercises.
As a recognition of her people skills Jade was asked to attend a ‘train the trainer’ course and was then given the responsibility to provide good quality training to all new members of staff who did not have trust backgrounds. She was also regarded as a ‘power user’ for the banks record and book keeping systems and became actively involved in updating procedures and ensuring all staff understood the importance of accurate book-keeping.
After 5 years with Coutts, Jade moved to the Jersey office of Horizon in 2007 and teamed up with her previous mentors, Sarah Roberts and David Francis, both Horizon Directors. Reporting directly to Sarah, Jade took responsibility for a broad range of clients providing all aspects of trust and company administration. In acknowledgement of her maturity and rapid development Jade was asked to take a position in the new Cyprus office as it develops its fiduciary and investments services.
Having attained the Offshore Certificate of Trust Administration Jade is now studying towards the ICSA Diploma.
